Why version counts matter

A bill is reprinted at each procedural milestone: ih introduced, rh reported in House, eh engrossed as passed the House, enr enrolled for the President.

A measure that died in committee has exactly one printed version. A bill that traveled the full path can carry four. The version count is itself a record of how far the measure went.

Outcomes differ by measure type

The four measure types do not share one finish line, and this catalog never shows a stage a measure type cannot reach.
